Granting Repentance -Acts 11:18 (video)

A depiction of Jesus granting repentance to Gentiles, per Acts 11:18

Does Acts 11:18 teach what Calvinists claim, which is that people do not have the ability to repent unless God first grants it to someone, which he only does for a select few individuals (the elect)? Or does the passage instead teach what non-Calvinists say, which is that God accepts/grants repentance from Gentiles, just like from Jews, showing that salvation through Jesus Christ is available to all people? But examining the context, this video demonstrates it’s clearly the latter!
